Republican United States Congressman Jeff Miller joins a growing chorus of Republican activists in Florida wanting Jim Greer out.

U.S. Congressman Jeff Miller statement:

Jim Greer has shown on numerous occasions that he is incapable of running the Republican party of Florida (RPOF) and refuses to remain neutral in contested primaries. Mr. Greer has failed at managing the financial, political, and public relations aspects of the state party.

The latest scandal involving a RPOF operative and the use of a fake Twitter account to disparage a duly elected county Chairman is just another in a long list of management failures. Further, Greer has shown a bias in the primary of the United States Senate Seat in publicly supporting Governor Crist and has repeatedly ignored calls from county party organizations for neutrality. This behavior is inexcusable and Florida Republicans deserve better.

At a time when Republicans across the country are energizing and unifying to defeat the Democrats in 2010, Greer is dividing and deflating Republicans in Florida.  I call on Mr. Greer to resign as Chairman of the RPOF.

Open Letter to the Chairman of the Republican Party of Florida, Jim Greer

Dear Chairman Greer,

It has become apparent to us that you and by extension the RPOF have failed to recognize the significance of the resolution passed earlier this year by a majority of the County Chairs and members of the State Executive Committee in our state, particularly with respect to following Rule 8 of our Constitution.

As recently as today, we’re being informed that an operative of the RPOF used a false “twitter” account to disparage a duly elected county Chairman. Add this incident to the recent revelation that a contract employee of the RPOF, and “Senior Political Advisor” to Governor Crist, Mr. Rich Heffley, initially denied, then admitted, that he was the author of an “anonymous” website set up to attack the record of a US Senate primary Republican candidate. Both of these compound the earlier allegations that your early and vigorous endorsement of Charlie Crist in his candidacy violated Rule 8 and resulted in the aforementioned resolution by a significant majority of the members of the State Executive Committee asking you to cease and desist the violation.

The fact that Charlie Crist’s U.S. Senate campaign has the same building address as the Republican Party of Florida is also of concern to many of our grass-root activists and members who are voicing their complaints about the appearance of coordination. Your repeated public appearances with U.S. Senate Candidate Charlie Crist as he is campaigning for the US Senate seat at fundraisers, political events, and impromptu REC visits is being perceived by members as an endorsement, again in violation of Rule 8. In fact, many of our members have voiced their concerns that if their donations to the State party are being used in any measurable manner to support a Federal candidate, it is in violation of Federal Election Commission rules and subject to investigation.

Our members are also fully aware that due to the lack of accountability in expenditures of RPOF resources, the Victory 2010 Committee was created with Speaker Allan Bense as a co-signatory on all checks issued to ensure your compliance with GAAP standards. We believe, however, that since a significant portion of funding for the RPOF came and will come from the voluntary contributions of our grass-root members, the RPOF should be held to a higher standard than just GAAP standards. In fact, RPOF should be held to the highest standard of fiscal and ethical accountability.

It has been revealed that Mr. Heffley received $250,000 in consulting fees in an off-election year. He has now admitted responsibility of the amateurish attempt to discredit a fellow Republican and qualified Primary candidate.

Given Mr. Heffley’s proximity to you and to Governor Charlie Crist, US Senate Candidate and the long list of undisputed facts I mention above, it appears that the RPOF leadership continues to be in violation of the Party’s Rule 8, and choose to ignore the admonishment by a majority of the members of the State Executive Committee for you to comply with Rule 8 and to remain neutral in all Primary races.

Chairman Greer, your actions have consequences. The consequences are being felt by us locally by the reduction of donations to the local parties and the growth of third-party associations and groups which are attracting voters that belong to the Republican Party. In our respective counties many of our members are blaming the local leadership for the appearance of favoritism and endorsements of Primary candidates. This is fundamentally severing the trust that exists between the local communities and the local leadership of our Party, this being the foundation for turnout on Election Day, and the ultimate goal of our Party.

We can assure you this is not in support or non support of any candidate but about the perception of the Republican Party of Florida as seen by our Florida Republicans.

We are demanding that you and RPOF cease and desist your interference in Republican primaries and discipline any employee or contractor that fails to follow this directive. If you haven’t already done so, Mr. Heffley’s contract should be immediately terminated and you should demand a full internal and transparent independent investigation into who else might have collaborated with Mr. Heffley. If other employees of the RPOF are discovered to have been assisting Mr. Heffley, they too should be terminated. You should publicly give your personal guarantee to all Florida Republicans that you and your leadership team will follow the tenets of our Party’s constitution, particularly as it relates to Rule 8 and will not allow your personal ambition to allow employees or contractors to use wrongful means to slander or disparage any elected member of the State Executive Committee that may disagree with you personally.

Chairman, you have a choice to make. Are you going to lead the broad and inclusive coalition that makes up our party and its supporters to victory or are you simply going to use your power as Chairman to impose your choice of who should become the Republican nominee for the United States Senate and violate every tenet of our Party?

Dear Chairman Cox-Roush,

I have reviewed your recent correspondence and appreciate you taking the time to convey your concerns. After reviewing Rule 8 in consultation with our general counsel, I am providing the following response:

First, the RPOF pays certain allocable and non-allocable expenses at the request of the statewide campaigns. With regard to state races, these expenses include: paying rent, phones, internet, copies, etc. With regard to federal races, no party resources are being provided to either federal campaign that are not reimbursed at cost. This practice of providing candidates access to these resources is nothing new, is in complete compliance with all campaign finance laws, and has been done many times over the years, including prior to my chairmanship. In fact, you and others may not be aware, but the current policies for all candidates relating to this matter, including campaigns where there is a Republican primary, are much more stringent than in previous cycles.  Let me reiterate that this is a long-standing practice within the RPOF and these resources are available to any statewide campaign.
 
As it relates to my personal support of Governor Crist and his candidacy for the U.S. Senate, I have made it clear on a regular basis that the party has not formally endorsed the Governor nor has the Crist campaign been provided any resources that they have not paid and that are not available to all other GOP campaigns. Personally, my family and I, along with many loyal Republicans, are supporting our Republican incumbent governor because he is a conservative who has fought for the people of Florida every day of his administration and believes in our party’s principles of less taxes, less government, the 2nd Amendment and his unwavering support of pro-life and traditional marriage. Although the Governor is a candidate for the U.S. Senate, he is still the titular head of the Republican Party of Florida and the person primarily responsible for our party’s financial success and election victories. In addition as he is a Republican Governor and titular head of the party, I, as Chairman of the Republican Party of Florida, will continue to attend any and all political events to which I am invited by the Governor, our Republican candidates or any local party leaders.

In regards to the Florida Victory 2010 program, Governor Crist, Attorney General McCollum and other statewide Republican candidates support this is a program, which has been used many times over the years. The Finance Chairman’s role for this initiative is no different than in previous cycles, in which all aspects of the program are subject standard oversight procedures and are all at the direction of the Chairman.

In response to your suggestion to terminate any political consultants which the Republican Party has or will use who may be supporting individual candidates, this request is unreasonable as this decision to employ such consultants is made with consideration to their expertise and past success in winning Republican campaigns. Specifically, Mr. Heffley’s relationship with the party is one in which his firm provides many valuable services, and he has been credited with winning countless Republican campaigns.  His support of Governor Crist is not, nor would I permit it to be, part of his business relationship with the RPOF. Any support that he provides to individual candidates is not in any way associated with his services to RPOF. I have however reiterated to all RPOF employees that conducting any activities for any candidates which would be deemed inappropriate, would result in disciplinary action including termination, which unfortunately has recently been necessary. RPOF employees like REC members are permitted to work for individual candidates on their own time and not in their official capacity, should they wish to do so.

In conclusion, I hope that this letter has clarified to you and others that neither myself, in my official capacity, nor the RPOF is providing any undue preferential support to one Republican campaign over another. Any campaign that is not currently utilizing resources available may contact our political department for information regarding doing so.  I, just like you and many of our grassroots leaders across Florida, am not supporting any Republican campaign in my official capacity, thus there is absolutely no violation of Rule 8, any more than when a county conducts a straw poll, which some believe to be the same as an endorsement and may be in violation of Rule 8.  While many in and out of our party seem to be committed to promoting discord, publicly attacking our Republican elected leaders, embarrassing our party and providing ammunition for the Democrats and the media to promote the idea that the Republican Party is on a path of self destruction, I do not believe this is true.  Since becoming Chairman, I have been committed to providing greater resources to grassroots volunteers, enhancing communication between the county REC’s and state party and promoting diversity and inclusiveness of all Republicans, so that our party may continue to grow and be victorious on Election Day! I encourage you and all of our Republican leaders to do the same.

GOP Party Officials Nick Egoroff & Doug Guetzloe File Suit Against The Republican Party of Florida Over Republican Party Purge

A lawsuit was filed this morning (9/24/09) by elected Orange County Republican party executive committee members Nick Egoroff and Doug Guetzloe to nullify the recent action by Republican Party of Florida Jim Greer to remove or suspend duly elected Republican party leaders who have disagreed with Greer and other party bosses.

The lawsuit (2009-CA-030146-O), filed in Orange/Osceola Circuit Court has been assigned to the Honorable Robert Evans and it seeks to re-seat both Egoroff and Guetzloe on the Orange County Republican Executive Committee, who were removed without due process by RPOF Chairman Jim Greer based on a bogus complaint by embattled Orange County REC Chairman Lew Oliver.

This lawsuit comes on the heels of a recent court victory in the Third District Court of Appeal that affirmed an injunction against RPOF to allow the seating of Dade County REC members that the party has attempted to expel.  That ruling lays a precedence for the removal of embattled Orange County REC Chairman Lew Oliver, who previously removed 17 duly elected REC members immediately before the Chairman’s election last December.  Oliver then conducted an election for Chairman and declared himself the winner by one vote.  Another Orange County court case seeking to invalidate Oliver’s election will be combined with this lawsuit.

Constitutional attorney Fred O’Neal is representing Egoroff and Guetzloe.

“This is a huge battle for the First Amendment, due process and the ability of Republicans to control their own party.  We will win this lawsuit and the battle for the heart and soul of the Republican Party will register a huge victory in Orange County,” stated Guetzloe.  “We will put a stop to the party purge.”

Guetzloe has been an elected member of the Orange County Republican Executive Committee for 29 years.  He was named “Outstanding Republican in Orange County” by the REC in 1989 for leading the voter registration drive that moved Orange County into the Republican column.

Both Guetzloe and Egoroff were elected by wide margins in their individual precincts in 2008, in spite of concerted negative campaigns orchestrated by Lew Oliver and Jim Greer.

Oliver has also been implicated in financial misdeeds by spending over $100,000 in party monies over the past year with no party approval, including over $55,000 to himself and a consultant.

The Federal Election Commission (Case #MUR6202) is investigating the alleged illegal transfers and payments to Oliver.

Florida 3rd District Court of Appeal has ruled against the Republican Party of Florida in a case brought by Dade county Republican Executive Committee members against the local and state Party.

The 3rd DCA ruled that the RPOF loyalty oaths could not be used to disqualify duly elected members from voting.  The ruling upholds a Restraining Order issued by a Miami Circuit Judge that allowed eight members of the Dade County REC to vote in that REC race for Chairman.

This is a dramatic set-back for RPOF and the so-called “loyalty oath.”

“The really great news is that with his ruling, the pending lawsuit in Orange County is exactly the same.  When the seventeen (17) members (illegally disqualified by embattled Orange County REC Chairman Lew Oliver in last year’s election) cast their ballots, Oliver will be out of office.  The only remedy the court has is to let those individuals choice by heard,”

stated Doug Guetzloe, one of the leaders in the effort to get those duly elected REC members seated.

“The beginning of the end for Oliver and gang and the ongoing Republican Party Purge,” Guetzloe concluded.

Orlando Attorney Fred O’Neal will be taking over the case against the Orange County REC and RPOF and filing additional pleadings to conform with the 3rd DCA opinion.

Powerful letter written to Lew Oliver, OCREC Chairman responsible for putting away 3 or more of Orange Counties Republican Party Leadership

Dear Mr. Oliver,

While I am not interested in any legal accusations that were brought against you, I will say that you have failed the local party and have NOT acted in the best interest of conservatism, but in self preservation.  I do not know you personally and I am not going to make personal attacks, but I am going to try and change things from the leadership down in this party.  The reason the republicans lost so much ground is simply because republicans, exactly like democrats, sold out the American people for the status quo, to keep their positions.  I do not think you are a good leader at this point in your leadership role, and I do think it is time for someone who understands the sins of the party and is willing to endorse and seek true conservatives to our local, state and national scene.  I think Mr. Greer is a disgrace to the state party and a yes man for itself promotion and preservation.  I will also tell you, I am NOT alone in my thinking.

I was in Washington DC for the 9/12 march and I spoke with hundreds of republicans who are disgusted with the party to the extent of leaving it for a third party. I spent much of my time begging them to get involved in their local executive committee’s and change the party from within, not abandon it.  You and many of the republican establishment just DO NOT get it.  You have left us, you have abandoned our principles, you have put money behind unelectable RINO republicans who sold us out time and time again.  This opposition you speak of in your email is against both parties, we are sick of everyone who has gone along year after year with this nonsense to the point we are now fighting for the very existence of our Republic as it was divinely inspired to our founders.

Enough is enough. I was not a Ron Paul supporter, I spent hours laboring for McCain and only because of Palin….he was a horrible choice but nonetheless, the choice of the “republican establishment” who are so blind to the obvious ways our national media uses your ignorance.  If I had to do over again, I would have supported Ron Paul since he is the only one that has honor and pushes forward on the premise that our founder and our Constitution were right on target.

I will be at the meeting, I will be challenging my precinct’s committee woman who has been in place for way too long.  This is OUR party and we are not taking any crap, not anymore.  If we are all kicked out, have fun with what is left because this movement is too large and too strong, we will have a third party that will annihilate the republican party.  Our children’s future depends on it.

In closing, your whining and “pick on me” emails and press releases are truly nauseating and another reason you should be voted out of your position.  You left yourself open to these accusations and that is your mistake. You sound like a liberal forever crying over so called “attacks” that never amount to anything because everyone who investigated has been on YOUR side. I for one don’t care, I just want you replaced with a leader that can get things done for our county and our state. You record speaks for itself, no jury necessary.

Egregious Violators according to the Examiner

Yesterday, the Florida Republican Party took steps against two egregious violators of Party rules. Orange County Executive Committee members Douglas Guetzloe and Nicholas Egoroff were suspended from their posts after the State Party’s Grievance Committee upheld complaints against them. Essentially, the complaints included allegations that Mr. Guetzloe and Mr. Egoroff had violated their Party loyalty oaths, as well as Florida statutes by supporting non-Republican candidates who ran against Republicans in previous elections. State Party Chairman Jim Greer’s authority to discipline party officers is contained in Title X of the Florida Statutes. The pertinent section states:

“103.161 Removal or suspension of officers or members of state executive committee or county executive committee.—
(1) The chair of the state executive committee is empowered to remove or suspend from an office within the chair’s political party any . . . precinct committeeman . . . for a violation of the oath of office taken by such individual or for engaging in other activities described in this section.
(2) Such violation may include engaging in activities that have or could have injured the name or status of the political party or interfered with the activities of the political party. The chair has sole discretion to determine if a violation occurred.
(3) Upon the chair’s determination that a violation of the oath of office occurred or that an individual engaged in other activities described in this section, the chair may remove or suspend the individual from his or her office. . . . If the chair suspends the individual, the chair shall determine the length of the suspension.”

Mr. Guetzloe was suspended for sixteen months and placed on probation for an additional two years, while Mr. Egoroff was removed for a period of four years. Both former Executive committee members have been dogged by controversy over their commitment to the Party, as required by their oaths of office. Mr. Guetzloe had been removed from the Committee once before for supporting the campaigns of Democrats running against Republicans in local contests, including Orlando Mayor Buddy Dyer and Orlando City Commissioner Patty Sheehan. Mr. Egoroff, who had supported Ron Paul’s presidential bid, was charged with campaigning against Republican nominee John McCain after Paul’s defeat in the primaries. Guetzloe and Egoroff had also been part of an attempt by defeated Orange Republican Chairman candidate Deon Long to hold a rogue ‘re-do’ election at an illegally held meeting.

When asked for comment, Orange County Executive Committee Chairman Lewis Oliver stated he was pleased with the State Party’s decision to sanction Guetzloe and Egoroff, who had been extremely disruptive of Committee activities. He expressed the view that, without them, the local party will be better able to carry out its mission.

Banished

Chairman Greer decisively squashed dissent within the Republican Party of Florida when he banished 6 party leaders for up to four years. Most had been Republicans all their adult life with some being members of RPOF for over 20 years.

Will Pitts was Chairman of the Republican Liberty Caucus of Florida. His group had brought in 1000’s of new younger members to RPOF. A well-known builder in the Jacksonville area and owner WG Pitts Company was suspended for 2 years.

Doug Guetzloe, a successful political consultant in the Orlando area, and lifelong Republican was suspended for 13 months and given 1 year probation.

Jason Steele, Chairman of the Brevard County Republican Executive Committee was given a 12 month probation period. Reached by phone he said, “that if the state party hoped to “stifle” his activity with the official punishment, “that’s just not going to happen.”

These and many other suspensions, probations, say loudly that the Republican Party of Florida is not a big tent, but rather a small clique of narrow-minded tyrants. Dissent is not to be tolerated.

State Party Chairman Jim Greer is unfit to lead and fears the party rank and file. Recent revelations that he lives the high life paid for by RPOF credit cards is causing quite a stir among members.

The bottom line is that if we want the Republican Party of Florida to reflect our common sense values, we are going to have to demand full accountability from our leaders. Their tactics of intimidation and expulsion will need to be fought every step of the way.

Greer’s GOP Party Leader ‘Purge’ is Imminent, Sources Say

Central Florida Republican leaders expect to receive formal word today or tomorrow on what sanctions the Republican Party of Florida is going to hand out to a handful of party dissidents, a move critics are calling a “purge.”

“Basically, I hear that we’re toast,” said Nick Egoroff, an Orange County GOP executive committee member who faced a closed-door internal grievance panel hearing in July.

After considering the recommendations that emerged out of that grievance process in recent days, state party Chairman Jim Greer decided if he agreed with them or not, and then sent out his own roster of sanctions on Tuesday. As of this afternoon, none had arrived to Central Florida Republicans.

But in most cases, party spokeswoman Katie Gordon said Wednesday, Greer “was less severe than what was recommended by the grievance committee.”

Gordon declined to discuss details of what she estimated were five grievance cases, each of which may have involved multiple party members or complaints.

Orange County GOP Chairman Lew Oliver — who filed two of the complaints against a pair of long-time party enemies — said in an e-mail that during a conference call with Greer on Tuesday, the state party chief “suggested that the [Orange County] individuals ‘would not be bothering us again for a long time.’”

Oliver wrote that Greer did not explicitly say that they had been removed from leadership posts, and that Greer’s comments could just mean some lesser form of punishment, such as a suspension, was coming.

But in separate conversations with two members of the party’s grievance committee, Oliver said neither one would say what the final recommendation was, since the rules say the process is confidential. However, he added, “I concluded from their tone and demeanor that they almost certainly did recommend removal.”

The two Orange Republicans facing sanctions — Egoroff and Doug Guetzloe — said the July grievance hearings were tilted against them, and Guetzloe said he plans to appeal any sanction. Both men have been at odds with Oliver over a host of issues that center on control of the local party.

“I fully expect to be removed from the party,” said Guetzloe. “But we think it’s patently unconstitutional.”

Guetzloe said that if his neighbors elect him to a precinct position with the local GOP, the party should have no power to subvert that.

“They picked a fight with the wrong guy on this one,” Guetzloe said. “This is just round one.”

Brevard County GOP Chairman Jason Steele was another of the party members singled out in that July grievance hearings, for what he said was a local party resolution critical of any primary endorsements of certain Republican candidates.

Steele, too, was told to expect word by mail today on what trouble he was in. But he was more positive.

“If they do anything, I would be surprised,” Steele said.

Florida’s Republicans have formed a circular firing squad and are cold poppin’ caps in each others’ asses. It’s all quite entertaining, really. And it’s happening locally and statewide. Fun for everyone!

Remember a while back when we told you about Orange County Republican Executive Committee chairman Lew Oliver’s catfight with Deon Long, the Winter Park lawyer who came one disputed vote from dethroning Oliver last December [“Coup d’état,” April 9]? This wildly popular column also told you when Oliver had Long tossed from the GOP – the optics of which aren’t great, considering that Long is one of the state Republicans’ precious few black faces. The bloodletting continues: As 580-AM WDBO reported last week, Oliver has now moved to oust loudmouthed critics Doug Guetzloe and Nick Egoroff. Oliver told WDBO that the two had violated party rules with a robocall touting Long.

This isn’t the first time Oliver has gone after Guetzloe [see “The loyalty oath,” April 10, 2003]. But it’s hardly shocking that the anti-Oliver forces declined to roll over. On July 28, WFTV Channel 9 reported that OCREC member Keith Racine had filed a complaint with the Florida Department of Law Enforcement accusing Oliver of money-laundering and using campaign funds for his own pleasure. Oliver denied the charges, but it’s hardly the kind of thing a guy barely clinging to power needs these days.

Oliver’s ally, state GOP chairman Jim Greer, isn’t winning any popularity contests either, particularly among conservatives (although, in fairness, he was just tapped to head the Republican National Committee’s rules committee). “Greer is the single most disliked guy on the RNC,” South Carolina GOP leader Katon Dawson told Republican house organ the Washington Times. And more recently, Brevard County party chairman Jason Steele accused Greer of attempting to “purge” the party of nonconformists and conducting a “witch hunt” of loyal conservatives. According to the St. Petersburg Times’ The Buzz blog, Steele himself faces grievance charges, purportedly after announcing he wouldn’t be endorsing candidates backed by the party machine (cough Charlie Crist cough).
